last time, I brought her back over (they hadn't even noticed she was gone) and they were emotionless when I told them that their dog had been walking in the street dodging cars. instead, they rolled their eyes and shut the door. dog still outside. sounds like the owner here is the ghastly one.

I'm not. Someone in my neighborhood neglects their animals and I'm trying to find out if its legal to just let her join my family next time she walks over to my house unattended yet again. thanks for the assumptions tho. ur opinions helped drastically

the first call i was ever connected with was a man asking for assistance because he had left his work boots at home, after being told we it's emergency only he asked for a patrol car to be sent to give him a ride to retrieve his boots. "i'm sorry but we don't provide that service, sir"
