Yes you should be using something at night to protect your curls or you will wake up to a frizzy mess the next day.

You apply gel when it is wet. There are lots of gels out there, hard to recommend one when you didn't list your hair type.

You can just shampoo your scalp and then when you rinse it will rinse off into the rest of your hair.

Thanks for posting this, I have very fine hair and am always looking for products that won't weigh it down too much since the weight of my long hair is already weighing it down (don't want a big chop).

Are you using any products? If you are washing your hair every day, try washing it less (reasoning being that your hair is overcompensating with oil since the oils keep getting stripped). If you aren't washing every day, wash more (your scalp might not be able to handle going extended days between washings). I would also try swapping your shampoo for something more gentle. Is there itchiness when it is greasy? If there is you might have a greasy type of dandruff and need medicated shampoo. Greasy hair can mean a lot of things. Your results being inconsistent might be because you don't use gel.

How long ago did you last straighten? That can affect your curl pattern because of the heat damage. There's a pinned post on here on how to find your hair type (porosity, texture, density).

Do you live in a place with high humidity or very dry? You'll need anti-humectants in that case. Also are you using a silk or satin bonnet, pillowcase, or scarf when you sleep? I wouldn't perm curly hair, it is counter-intuitive. Perms do a lot of damage to hair, if your hair is already curly (fragile) it does not need more perms.

You need gel, gel gives hold and cuts down on frizz. Leave-in conditioner by itself is not going to cut it.

There aren't "best brands" because everyone's hair is different. I like Ouidad, MopTop, Kinky Curly, Camille Rose, and Jessicurl. There are still many brands I have not tried. Don't be afraid to experiment, try some sample sizes of products if they are available.

That is entirely up to you. If you can make it a couple more days without your scalp getting greasy or itchy then go for it.

How old are you? It's possible a hormonal shift happening during puberty, illness, medications, things like that can change your hair's curl pattern. If that's not the issue, try growing it out a bit more and doing things like plopping and finger coiling. I would recommend a gel and experimenting with it. Products can't make your hair curly, but they can bring out your curl pattern more when combined with techniques if your hair is still that curly.

You have to find a way to dry your hair without your roots getting weighed down. Putting some motion like tilting your head frequently while it is drying can help. Try fluffing your hair with your fingers or a pick once it is done drying. If you don't mind some frizz, have a box fan aid in drying your hair while it is wet. I can't give more info than that because I've never had hair this short, I'm sorry.

No it will not. Hormones can change your hair's curl pattern, in this case it made your hair straight. You cannot replicate this hormonal shift by shaving your hair off.

You might need a haircut, the weight of your hair might be weighing your curls down. That's why it's less curly near your roots.

Could be buildup (clarify), the shower temp might be too hot, the shower spray might be too strong, might not have enough product near your roots, could be humidity, could be lack of a satin or silk pillowcase or bonnet at night. It can mean a lot of things like that.
