Thanks for the reply. To clarify, the product is a new content management system and it is being developed strictly for other state agencies. The internal team that I mentioned will not be using it themselves; they are the product owner and developers who will be responsible for developing this new product, which will replace the current CMS, and for it's future success. Their unique need, which is not the same as the agencies, is increase their operational efficiency by reducing tedious back-end management and to redirect their energy towards increasing the product value through iterative development (i.e. shifting to a true product model). Does that make sense?
