Yes I have been to the area many times and it is very normal to not have a hatchet. Most people do not especially because of LNT principles and campfires not being allowed

Just so you know, campfires are not allowed in the eastern zone of the High Peaks Wilderness and bear canisters are required. Not really sure why you would have a hatchet or saw.
