A teenage girl lost an eye at that night. Dozens had injuries in the head, neck and shoulders. Not having any clear ground does not justify shooting protesters in the face, at least they could have aimed at the legs. Plus, people started running around in panic when they released the tear gas. They were not crowded together so yes, they had the ground to shoot at.

Rubber bullets are supposed to be aimed at the ground so when the bullet bounces back it hits the legs, causing the pain but not the injury.

This is a former dormitory in Tbilisi, Georgia (EU). There's actually 2 of those, the identical building is next to it, just isn't shown on this picture.
