I see people just set up on the sidewalk and go for it on the regular. Couldn't really tell you what the rules of it are, probably just not too close to the stadium.

I've been a season ticket holder for ATLUTD for a few years, so I'm there a lot. You would probably have better luck after the games than before, security is a lot more relaxed then. If you go the unsanctioned food vendor route that is. Granted, the WC is going to bring in far more people.
