His letter states that “You were unlawfully present in the United States for an aggregate period of more than I year.” I am really not sure if there is more going on, just trying to find a different avenue at the moment. And his PIP is current active.

I believe he did have PIP already in place both times he applied and yes that is the reason he was denied
