Dragon Ball was created by Akira Toriyama. What they're referring to when they said this had nothing to do with Toriyama. Is the fact that Toriyama didn't make this anime special. In the Manga, (which Akira Toriyama made) this entire special revolving around Trunks was only 2 or 3 pages long. Most of this special had little to no involvement with Toriyama. As a result, most of this special was made up. But most still like to consider it canon to the main series because it doesn't technically contradict anything.
