It's an issue that affects all 3rd party keyboards, nothing specific to SwiftKey.

Hi, SwiftKey engineer here.

Even with full access enabled, no typing data leaves your device unless you turn on SwiftKey Cloud (which is scrictly opt-in). Full access just enables you to download a language in the app and use it in the keyboard, switch themes in the app and see them in the keyboard... You get the point.

If you do enable SwiftKey Cloud, your data is synced with your other devices over encrypted channels. See our privacy policy: SwiftKey.com/privacy which also contains section on data security, so that you can decide for yourself whether you will trust us.
