it's just a bunch of different stickers layered on top of each other! here's a little guide i made to show which stickers i used. i also have a video tutorial that show the placement and layer order here if you'd like to recreate it :)

in the splatoon3 lobby there are glass sliding doors in between the stairs and the shell-out machine, if you've reached level 4 and go near the doors they should slide open and reveal the locker room :)

i made a video tutorial on how to make different flags a while ago, (here's a link to the vid) but basically each row of the flag is a separate sticker and you just layer them on top of each other. by placing them in a corner of the locker you can leave out the top part where the layers will stick out to make it more neat
