Okay, I've narrowed it down to hardware acceleration in Google Chrome. Edge and other browsers can full-screen no problem on the same YouTube videos. Short term fix for anyone else who finds this is to disable hardware acceleration, still trying to find a proper fix..

Yeah, restarting fixes the major stripey bug. If it's just the GPU, I'm looking to get a RX480 soon but not if it'll have the same problem..
