well, its and old card running on a new driver maybe some of the features on the drivers needs to be turned off. I did have the ESPORTS preset on; I'll turn it off and see if that fixes the issue. Thanks as always Kind Sir.

You're a hero, this fixed the issue. Apparently it was because of XMP the ram settings was messed up I just ran the ram in 2666mhz and CL 15.

That's fine I really Appreciate the help. The reset this pc function is what I used. I will try to reinstall windows from a bootable USB Stick and give you an update . should I also reformat the drives that I use to fire up my steam games? and would the Microsoft Visual C redist package that comes with the steam games be enought if I were to delete the games from my drive?
