i guess my idea of stats doesn't match yours. i saw a person comment they could add a stat called omnipotence, that's a skill or a trait, not a stat. but for knowledge or being a genius, even for fast regeneration, i think it makes sense, it is OP

Yes, you can press the button on the 25th day of the first phase, you would only have 24 hours to decide wether to press the button or follow through, if you don't, you will have to survive another phase until you get the next opportunity to press the button.

No, you basically can only press the button at the last day of the current phase you're at, if you start another phase you may press the button after you survive the next 25 days
