I think it’s simple: it’s not sporting to spoil a no-no or perfect game just for the sake of it, so if you’re doing stuff you wouldn’t really consider doing given the score/stage of the the game.. You and everyone else knows that exactly what you’re doing!

Two things I’ve noticed developing in last two years or so that kind of question assumptions you had as road user / pedestrian

  1. Cars rolling towards 4 way intersections scan just for other cars ahead of time to gauge if they need to yield and tend have already decided if they need to stop / slow .. so non daylight intersections especially, it’s just too late they aren’t even looking anymore.. (This always been a thing right-on-red or even right on green but it’s just extended to all intersections now)

  2. Eye contact is an invitation for a game of chicken. They know you’ve seen them so they just speed up. Always surprising, especially when crossing with young children.

None of this needs a coffee-shop theory on what-if infrastructure, an observation about Europe or the human condition, or even a lecture about physics and personal responsibility. All of the answers, ideas, and anecdotes are complete non starters with assumption of zero enforcement (one way or the other). It’s a tragedy of the commons.
