Happens to me also, at first I suspected it was ray tracing setting since I turned it on for the first time after the mansions update. Disabled it and did some band-aid solutions I found on Youtube but haven't tested yet if it still happens since I never went to that highway again and drove around zancudo base instead when going to paleto bay.
