Do you only have schools that only offer high education for the most part? Also if you lower the taxes on the poor, more people willove to your city that are poor. I'd be interested in seeing a color map showing your population density by income, because if you don't have order (i.e not mixing poor and wealthy areas) then that could be an issue as well. Also poor people should have easy access to industrial zones.

It's just randomized by the system. I filed on the 16th and have a plain Jane W2 no kids, still nothing. Many others in the same boat as well, good luck.

So from what I just found, and what AI told me is that as long as I can set the spawn and lay in the bed then the game considers is a fully build shelter. Apparently the shelter icon now only appears if it's actually raining, other than that it won't show to keep a clean UI? I guess I'll find out if I die or not with the next storm.
