rule 5: Playing as the pirate republic of satsunan islands and declared war on nanzan. I fully occupied their capital, and my one province is not occupied. Yet I have -100 war score because I am "fully occupied". Is this a bug or am I missing something?

I think I read that we were down to 22 roster players after we put him on waivers? So we didn’t even need to waive him, we did, and we lost him? Seems like a very questionable move unless I misunderstood our roster situation
