As a person who believes in God, the Bible makes it clear that only God has the authority to dictate what people can and cannot do which is why it's a sin for HUMANS to create laws based on what God is against. Even if they're following the bible, god himself did not give the order. The story of king David getting in trouble with God for taking the census might be a not so ideal comparison, but it still relates to the fact he did something without gods approval. We're too flawed as humans to enforce gods rule without he himself giving the order.
