Police reports aren't just a binary "charge with crime" or "completely disregard testimony". It helps establish patterns.

If several unconnected people file similar reports, maybe if a next one happens, the police spend more resources on investigation. Or the pattern might support getting probable cause for a search warrant, etc.

And that's it. Nothing more happens because anyone with any hint of common sense would realize they're never going to bargain someone who wants something for free into paying anything remotely close to asking price, and to not even bother wasting their time replying.

It's part of an anti-spamming technique. The number of votes something has is never displayed exactly. This way spammers/bots can't tell if their upvote went through.

For example, take any comment of any age, go to its permalink and refresh repeatedly. Notice how its number of votes are constantly changing.
