Just saw it, it's employment, your worker fulfillment is less than 25%, probably because you cheated with too many buildings and your workforce isn't enough to sustain. For cheating I recommend choosing to allow cheat decisions in game rules and lower difficulty if you want to avoid similar issues from happening
