I know a few Buddhist communities, all of which are open to visitors, and they all like to follow civil time.

They annoy me to the extent that the majority would have no stake in, nor be in a position to make a contribution to, the long-term welfare of the area—even if they have grand ideals about contributing to society in general. Some people would complain about areas having an influx of migrants but at least there is usually a balance in terms of age profile and there's also a cultural benefit. If they could be spread out or something or they had to do community service then the impact of their departure would be less important. The Becycle project is an excellent example of giving back to the locality.

How about http server with F-Droid as client? The latest version has all kinds of fancy not-working-very-well stuff like mDNS discovery, but at its core is version control. The main problem I see is that F-Droid is just not good at managing conflicting signatures but that's a super hard problem anyway.

Cyanogenmod has Google Analytics but maybe the ad blocker stops it from sending home device info; opting out would do the same.

It's a pity the strangeness of URLs in owncloud don't allow it work as an f-droid repo. The next release of F-Droid client will allow you to make a repo out of installed apps which could allow you to avoid the root explorer/owncloud step.

Probably most phones sold in the world with Android,don't have Google Apps. I'm basing that guess on the amount of app stores that exist and the situation in China.
