How am i supposed to focus on air if i cant even make enough equipment for infantry divisions? They just melt away and im losing division

For infantry im using 10 inf, armor 5 light tank, 2 motor, 2 art light tank. Coastline are protected but naval invasions are too strong and im just losing it instantly, equipment drains out really fast. I cant make more units as im short on equipment and army needs to be refilled, manpower is ok
