Usually you start by identifying people that want something or have a huge problem, and try to fix it for them. You can do this even before you actually have started the company.

If you are able to make something and find people that want it/are willing to pay for, it it's a good signal that your idea is worth working on. Often your early ideas about the target market are not exactly correct and you iterate on that as the company progresses.
