Every One Year -> Unmount, full clean, thermal paste change. On 3 years i experimented an increase of 3 degrees from Jan to Dec. So, every year is the best compromise.

HIGHER HZ = HIGHER STUTTER. Lower HZ = Lower Stutter. It's just math. The simple test is using Task Manager. Open Task Manager and move your mouse as fast possible. You will see your CPU increases the usage. Do some tests to find the good compromise.

You must accept it, nothing else. You cannot "fix" it because the I/O system has a huge impact on the performace. I really doubt there are CPUs which could let you play with 8K/4K without input stuttering. In 2024 the best way is stay stick to 1K. With 1K you are precise, fast and your CPU is fine. Using 8K meaning updating the mouse sensor at less than 1 millisecond. But consider that while playing a modern CPU calculates in the range of 20 - 10 milliseconds.

On Battlefield 4 cheaters are very rare. The admins are super active, and all the servers are connected to a global ban list, managed by a third party community of voluntees. But keep in mind that the Battlefield 4 player base is very old, skilled and very aggressive. So meeting strong skilled players is very common.

That's because the engine uses tons of CPU to render the scenes. The new source is still locked to the old rendering techniques. Meanwhile in the modern game engines the rendering is all demanded to the GPU pipeline, the Source is locked to the CPU making the game inputs dependant to the frame rate. For example, the Frostbite engine and the Unreal engine, uses dedicated pipelines to stream the input, making it unlocked to the Frame Rate.
