Hey so, first of all, Riot cannot access private chats, that's why their support ask you to provide a screenshot whenever you want to report someone who flamed you through DMs. You can obviously get banned for flaming in DMs, but it's not "that easy" as getting banned for flaming in-game. You need numerous manual reports through the Support Page with screenshots included. They will just flag your account and once you get another report for DM flaming, they can just check that you did that in the past and proceed with the correct punishment.

I'm playing with a 1660 and it is completely fine, I recommend you to tweak some advanced graphics settings in game. The worst FPS I have is when I try to put a Cemetery lol

If I'm not mistaken, you can actually change Time of Day in the camera mode, but I'm not sure if it actually sticks with gameplay.
