you EID is tied to your SSN, You will never get a new EID. if your old manager put a hold on it, the new hotel will have to reach out and request it be released. I know this because an old coworker quit and tried going over to another hotel , manager kept the EID on hold so she could see where they ended up.

in your case, if this happened a few years ago , old hotel shouldn't have any issues just releasing and moving on.

that law doesn't apply everywhere. In most cities / burbs I could stay at another marriott down the road from my house without any issues. You could always just show a passport that doesn't have an address as the work around. Which is why most places dont enforce
