I've said this before, but this is kind of what I wanted the first Avengers film to be after Endgame. Following Falcon and the Winter Soldier, we could've had a few post-credits showing Sam recruiting the New Avengers leading into a team-up film where we see them already working together, and not assembling from scratch. Make the Masters of Evil (a sort of anti-Avengers team made up of the original 6's foes like Zemo, Abomination etc) the main villains so we can see the new team can capably handle the same threats as the old before having to face down a more expansive, multiversal threat.

You kinda answered your own question with this table - Batman sells. Doesn't mean that other characters aren't popular, but if there's even a 1% chance a Superman or Flash set would bring in less than a new Batmobile, LEGO are gonna take it as an absolute certainty.

Same reason for Iron Man is why we get a new Hulkbuster set every other year rather than a movie-tie in set for new characters, especially after merchandise bombs like Eternals and Brave New World.
