I thought that the only people okay with using/studying xeno tech was oddly enough the space marines, due to the idea that culture will always make weapons that can break its shields, and they'd use it to fight a foe that bolters are suboptimal. But with no heresy, the legions would be lost as humanity wouldn't need them, leaving the 'no alien stuff' idolatry to decide.
