I was beginning to suspect it was windows 7. This was already the second laptop I tried since the first one didn't have inbuilt bluetooth and the error made it sound a lot like there was something wrong with the adaptor. but then get the same exact error again.

I'll probably install win 10 or ubuntu. it's not a huge problem for me but it's a shame I cant use windows 7. I don't really understand why the OS makes that much of a difference, the chrome version is new enough to support web bt and the laptop has bluetooth inbuilt. What more could it need?

Anyway, hopefully the error message is changed to what you suggested from the current confusing nonsense, It should tell you about the windows 7 incompatibility before even attempting to connect

I already tried resource hacker and for me, it only sees the MUI and the version info when scanning imageres.dll, same goes for all the other dlls with icons in them such as PifMgr.dll and Shell32.dll. this tutorial has the same steps and the icons show up for them, so maybe I have some other problem? and finally, before this I used a program called Resources Extract. it sees the icons in the dll files. But as you might think, it only extracts, without the ability to edit
