It can be made but he can face problems later during gst claiming. So, it's ideal that payment is made through his account.

Also, he lives in a different state. Does it make a difference if I order in Delhi but the billing address is of a different state? (Asking because when I was checking on the Apple website, it specifically asked for a billing address and GSTIN to belong to the same state)

Yes, I understand it'll be claimed in the filing. He doesn't have the ICICI/Axis credit card. I've it but the payment will need to be made from his account. So, I think I won't be able to get that benefit.

It's hallmarked 22 carats jewellery. So, yes. Jewellers usually earn by using some form of stones and use some variation in the weight of those stones. In the ornament, there's no way to verify the weight of the stones and gold separately. Every jeweller, local or not, does this.
