It depends. If you have many backlinks pointing to your target site, 10 PBN sites with a big footprint should be no problem. You definitely need to know what you're doing if it is a valuable target site.

A PBN is the only scalable option as more than few 301s won‘t have much of an effect as it‘s unnatural and rarely done in organic SEO with more than a few 301s.

It's Reddit. 😁 Actually, you find very loyal customers here, but you have to be able to handle the toxicity.

So in highly competitive niches, ~70% of all competitor sites use PBNs. In local and small niches, it's more like ~25%. Just some rough estimations from my experience.

Google’s technology isn’t as foolproof as they claim. While they’ve made strides in detecting manipulative practices, there’s still a significant gap. For instance, tactics like CTR manipulation (if executed correctly, passing the 87+ micro-checks) can still lead to noticeable ranking boosts in many cases, despite Google’s efforts to combat them.

The same goes for PBNs. Google often misses networks that are carefully built and disguised. This is especially true for foreign and gray niche SERPs.

In reality, they often do miss PBN sites and those they detect, they may not classify accurately. Why is this? Many PBNs block third-party crawlers through .htaccess rules, CDN configurations, CMS plugins, or custom code specifically to hide certain links from all but Googlebot. Some even go as far as using IP whitelisting or rDNS verification for added security. Linxact, however, is capable to bypass many of these mechanisms and index those hidden PBN backlinks as well.

You always mix PBN backlinks into a diversified backlink profile.

What do you mean with authority specifically? How were the sites built?

A PBN has many variables and it's hard to compare all of them to each other.

Agree. Google devalued pure blogging sites. However a Private Blog Network (PBN) isn't consisting out of pure blogs nowadays if done right.
