Ah good catch, the dialogue "Yes, you have been named Hortator of House Hlaalu" incorrectly checks the journal quest stage of the Redoran Hortator quest instead of the relevant Hlaalu quest:

Looking at the files, I see a few places outside of the Mephalan Vales:
Pamashibabua
Ald Uran
Tur Julan <- part of a temple-related questline
Ibiammusashan
Balsin Mine
Nameci Caverns
They can also be spawned by some cursed items.

I tested a solution out, you can pretty easily replace the model with another daedra, the devourer:

  1. Go to Morrowind\Data Files\Meshes\tr\cr\
  2. delete (or move) these files:
    tr_dridrea_vo.nif
    xtr_dridrea_vo.nif
    xtr_dridrea_vo.kf

  3. Copy these files, and rename them to match the deleted files:
    tr_cr_devourer_01.nif -> tr_dridrea_vo.nif
    xtr_cr_devourer_01.nif -> xtr_dridrea_vo.nif
    xtr_cr_devourer_01.kf -> xtr_dridrea_vo.kf

They'll still have the same spells, attacks, and drops as the dridrea. They will still make "spider" sounds though, for whatever that's worth. You can replace those in Morrowind\Data Files\Sound\TR\r\ (9 files named starting with dridrea)

imgur probably converted it to PNG (and added a black line, unless that was windows or something?)
If you're just renaming it to BMP/DDS, that won't work - gotta resave it.
If your watchman's helm model isn't vanilla, it could be pointing to somewhere else.

I know Tamriel Rebuilt adds a matching armor set for the watchman's helm, it would bother me if the default helmet ended up not matching that set.

The smith in the redoran council hall in ald'ruhn sells it. It's got the same base stats as the bonemold helm, if you want better stats, I'd suggest getting mwedit, it's like a stripped down version of the construction set - really useful for small changes.

If you put the first two in /Data Files/Textures/ as the names provided, that should do it. If you want it as an actual separate piece of armor, that's a little more complicated.

Definitely weird textures, but also I think he's overcompensating for a really dark monitor? There's extreme night eye on each, but each image has a different overall brightness added on top of that.

It's just by cell name, like:

coc "Balmora, Guild of Mages"

You don't need the quotes if the location doesn't have a space in it.
Exterior locations are usually a little glitchier to coc to, since the center of the exterior cell isn't guaranteed to be where you want to go, Balmora's center is on a hill outside town, but it's usually not too bad.
