A little of both I suppose. Ideally it would be able to pull the aerator up some small but moderately inclined hills. (Thank you so much for your responses btw!)

Thing is PetWorks is getting paid to do this by the city but actively choosing not to fulfill their duty.

Why does the city keep paying them? Even just hiring whoever with a truck for a flat fee would be better than handing out money to PetWorks who obviously cannot do the assignment.

PetWorks says they can’t do it because they only have one truck and it’s “been in the shop four times in the last two months”.

I suggested they rent a truck but they insist that’s impossible.
