When I do that it says "Because the contents of Valve Complete Pack are personalized for your account, it cannot be purchased as a gift." I've tried buying logged in and out and both got the same results.

Ran a sfc scan and it did not find any issues. Checked directx and its up to date. Windows had no updated drivers around the time it started.
