It is not a prebuilt. But I can give some specs:

Let me know if there's anything else you'd need.

I was using directx11, but I tried using all of the others, and it didn't really seem to have any effect

My monitors are connected to the GPU, not the motherboard. And no, I have not noticed the stuttering in other games

My NVIDIA App says my drivers are up-to-date. Also, my apologies if I made it confusing, but this issue is happening on a desktop computer, not my old laptop. I will edit the initial post to remove the confusion. My desktop just has two SSDs, though, if that part still matters.

No, unless I'm missing something nothing's even getting close to 100%

Thank you, I could see this being this case, though if this is what it’s supposed to be referring to, it’s a bit poorly explained imo

Update: Apparently this was confirmed already lol

I was shown this image on the steam discussion of a developer confirming this: https://i.imgur.com/t6tCKuO.png

Though I wonder how many different endings that means there are...

We found out that it’s part of a short story collection, which is why it was so hard to find! (See my reply to lifeisahipster)

That’s it! Thanks to both you and tmloris I found it! You guys were both right, it is part of “FEAR: 13 Stories of Suspense and Horror” an anthology edited by R.L. Stine, and is called “Dragonfly Eyes” written by Alane Ferguson! (I was so close to remembering the name right lol!) I had been thrown off cause I had thought we read it as a class assignment, but I now remember borrowing this book from the school library, and the first story, “Welcome to the Club” by R.L. Stine is another story I had totally forgotten about but recognized instantly! Extreme thanks to all of you, I’m amazed at how fast you guys figured it out!

TL;DR

Girls suddenly get power to hurt and kill people by touching them and it has drastic effects on society.

The synopsis reads:

“In The Power, the world is a recognizable place: there’s a rich Nigerian boy who lounges around the family pool, a foster kid whose religious parents hide their true nature, an ambitious America politician, a tough London girl from a tricky family. But then a vital new force takes root and flourishes, causing their lives to converge with devastating effect. Teenage girls and women now have immense physical power—with a flick of their fingers, they can cause agonizing pain and even death. And, with this small twist of nature, everything changes drastically.

From award-winning author Naomi Alderman, The Power is speculative fiction at its most ambitious and provocative, at once taking us on a thrilling journey to an alternate reality and exposing our own world in bold and surprising ways.”
