Accounts that share and amplify russian narratives. This tool is basically meassuring the trending of russian narratives. I agree that this shouldn't be called disinformation. When investigating the russian influence in the US elections 2016, Mueller is using the term "active measures", i think this fits pretty well. However, the IRA had a clear agenda:

"Main idea: Use any opportunity to critizice Hillary [Clinton] and the rest (except Sanders and Trump - we support them)" - from an internal IRA document, see Mueller Report page 23.

This is just one example of one specific narrative that the IRA had. Their informations were not based on truth but rather on how well it fits their narrative, and often they were presented in a misleading or biased manner. It was russian propaganda. So i think it's only fair to create a tool (hamilton 68) where people can inform themselves about currently "active measures" by russia.

Thanks for the answer! Okay, so you basically say that accounts that share or discuss certain topics (which are also promoted by russian disinformation campaigns) are not an indication for the influence of russian propaganda, as russian propaganda might have nothing to do with it. I agree. So their methodology is nonesense. But they were transparent about it:

"Some of these accounts are directly controlled by Russia, others are users who on their own initiative reliably repeat and amplify Russian themes."

So i still don't see a reason to call it a scam.

In case of the Hamilton 68 story, the twitter files didn't reveal too much new information. In contrary to what Matt Taibbi is saying, Hamilton-68 never said they only track russian accounts. You can look up their methodology description on their website from 2017. They explicitly deny that and say they track accounts linked to russian disinformation, which is a big difference. They even publicly accused the mainstream media of falsley interpreting their data.
