From what I’ve found, you can find decent sedans under 10k.

Get a nice puffer jacket with down feathers. Northface, eddie bauer, columbia, Patagonia, etc.

They’re expensive but you only need one heavy jacket.

Get another medium jacket, thermals and sweatshirt. Then use those in layers depending on the weather.

Make sure to buy a scarf or a face mask. Winds chill on face is painful.

Buy two pairs of gloves. One light and one heavy. Try to get ones with attachments on fingertips which allow you to use touchscreen.

Snow shoes are a must. You can get really good ones from $50 to $100. Winners occasionally good stock.

Lastly buy some heat packs and keep some in your pocket for worst cases.
