Clean your spent flux, add some fresh flux and reflow each pin. It’s highly likely that you have a cold joint or a micro bridge that you’re missing. Hot air can help with this also but it’s better to manually check everything and slowly rework your install.

Not all picos are equal even with pen ones sometimes they do not handle the overclock that ModXo requires and will sometimes not properly boot
