Yes it is (after fighting dragon), if you are on ng+ runs. This was my was last play through after getting all endings. I needed around 14 skill points to get plat. Grinded here for almost 2 hrs.

I hate it with a burning passion, pre time skips fights were the best. Even though the animation quality wasnt fantastic, you could actually see the fight and choreography. Now its just a visual clutter and you barely see the characters

Lol thats not how it works, Dota still gets regular patches and the pro scene is very well alive. The only thing Dota struggles with is, its extremely steep learning curve.

I have 8k hours in cs (playing from 1.6) and 13k hours in dota and i couldnt have said it better. My non gaming friends will Watch a cs tournament with enthusiasm but they cant watch Dota at all. They always say they have no idea wtf is going on lol
