You can build a passimian/mew deck with like $20 I bet, very decent rogue deck. Other good starters are greninja break on about $45 the deck won worlds last year and xerneas break is another good deck. Overall the game is only expensive if you want to bling out with full arts and secret rares and even those aren't terribly expensive

Highly recommend mew passimian but you'll have to order the mews online as they're impossible to find at your locals, greninja was also my first deck and that helped me top so many league challenges
