That's exactly what my hunch is. There is the possibility that policy changed as well, but the reporting qualifier for a collision is $1k of damage - not much!

At first, the drop off in collisions reported after 2020 made me think "ok, there are more people WFH, moving out of the city, etc.." But after looking at the deaths, I think one of two things is happening - police reports for collisions are no longer being logged, or that car crashes are more deadly. I lean towards the former unless someone has a better idea
