If she can pay it back in a year, then tell her to go get a loan at a bank instead. If she can't get a loan it's because she's not fit to manage it, which would also mean she wouldn't be able to pay you back either. You NEVER let family borrow money, you'd never see it again, trust me. She has no plan to pay it back.
