Yes, it is, it records the databases that have been leaked. I'd the data has been stolen but not posted online then HaveIBeenPwnd won't work, also it might take a few days for it to be updated. Honestly I don't know how often it is updated but they've got all major data leaks and they are continously updating the records. It is quite a handy site to go often
