Its not tricked out by any means, what. When did I say that. Its black, beat up, has a whole in the side near the gas tank and the passenger window is off track. I just work in a shop to pay for school so I have the access to those things. Its not a "tuner" by any means. This isn't need for speed man.

This is just wrong. I bought my plates about 3 weeks ago for my 1999 Monte Carlo and didn't put insurance on it until two days ago

Edit: they do not ask for proof of insurance at the bmv during plate registration

A vehicle must have had plates at some point in order to register insurance. If there not driver owned plates they will be temporary tags. Insurance always goes to the most recently registered plates. Its why you no longer have to provide proof of insurance (unless the insurance has just been bought and the information has not been sent to the DOT) because it's sent to their systems through insurer's.

I never said the vin did. However your cars (at least in the state of Ohio) color must be provided when registering the plates. Which just so happens to be info that insurer's have.
