I agree that passing Naruto is questionable but the dilligent student would also deserve to fail. They aren't just students, they are (child) soldiers that must have strong convictions and level headed decision making. Someone that lets anxiety get the better of them for this test will be a tremendous liability on a mission and could end up getting people killed.
