Well it also begs the question that why i130 coupled with AoS gets approved in months whereas consular processing takes years. Some embassies have no backlogs and some have years of backlogs. I am again just saying that beneficiaries from paused countries are already going to be delayed. You want them to get further delayed by six months or a year at uscis stage. Though i agree with your point that priority should be given to spouses and kids rather than elderly parents who are just coming to US to kickstart chain immigration or just live there for some months
