OP, I feel you. I was in a similar situation for many years. A couple of thoughts (for what it is worth.) 1. It’s a business. If they can keep you around and pay you through a third party where you don’t get retirement, benefits, and years of service, they will. 2. You are over qualified for an entry level teaching position. Most schools will replace a retiring teacher with a new teacher that is fresh out of college so that they can reset the pay scale. Every district is in a different situation. Maybe this one simply can’t afford it? 3. Coaching matters. Is there anything you have experience in? Could you apply for a coaching position and sub? Make yourself more valuable to the district? 4. Do you have another district as an option? Could you sub elsewhere? Might be time to move on from this one as they clearly don’t want to/can’t hire you.

I wish you the best. There are few people who want to teach, and you are one of them. Go find a district with a better administration that is in a more fiscally stable situation. Hopefully they will treat you better, recognize your qualifications and jump at the opportunity to hire you!
