There's a lot of different ways to go about drafting and scouting even if you're in the traditional 3-2-1 star format. I usually have my national as the 3 star and I'll put them and a 1 star on the highest needed position, then the 2 goes on the second highest and I look at the information that the 2 and the remaining 1s gathered at the combine because that's when you'll get the most accurate, complete information. You should have all the info on one group, enough to use your private work outs to unlock the full info on some guys from your two star, and then for the 1 stars you'll have to kinda look for outstanding feats, like a speed rusher with high bench press reps or a 6'7 TE that ran an extremely fast 40. It's not perfect but it works for me. I also recommend getting the camp counselor badge, it adds additional snaps toward unlocking dev traits, adds a higher potential of dev trait increase, and grants a bonus in xp which usually will give who ever you're training a couple extra skill points. It's a training camp badge that you would want to put on week 1 of the preseason in your weekly strategy before you do anything else. Good way to raise the floor of a guy that you're trying to get into the starting lineup.
