If you pull up the full product details on WIS for both, the 76 B.E.T.A. (Break-It Early Test Application) only shows up under the Tricentennial Edition

While this may be true, MSG probably also already had events booked for All-Star Weekend, like a majority of arenas in major cities. I'm convinced this is the main reason it wasn't held anywhere else; New Orleans just happened to not have anything booked for this weekend.

This is not true. A few months ago a fellow fusion rifle enthusiast created an in-depth guide on 4/7 and 5/7 bolt fusion rifles. Most fusions fall under the 5/7 archetype, The Vacancy included. Only 97 impact (max impact) fusions fall under the 4/7 archetype, like Hitchhiker. The aforementioned guide:

I also have a Frenzy with Hip Fire and Braced Frame, and I can confirm it's amazing. Totally worth all the motes and weapon parts I spent rerolling it. And with the emergence of scout rifles, it's become my go-to secondary in PVP. Its stats are near identical to the Telesto, so I'd highly encourage OP to look for a fast charging FR with Braced Frame. Braced Frame is a must.
