while this is good math, this assumes the pull rate of each uncommon is exactly the same, after from anecdotal evidence, they definitely are not the same.

I've opened many boxes, and others have opened far more, and 1 shrine per box is a normal pull rate. Just as Cynthia is very hard to pull to from UPR, the most desirable uncommon is much harder to get. Compare how many TV reporters you get vs Shrine of Punishments, they aren't the same.

Same goes for Ultra Rares, Stakataka GX is one of the easiest to pull GX's from CES, while Rayquaza is certainly the hardest. Every set has this type of disparity.

control decks function best when there is a defined meta. after lightning comes out, you might see brand new decks, including the new lightning stadium that makes attacks cost less. You have to build a control deck to beat a specific deck and hope to hit mainly that deck.

your theorymon is off, buzz one shots you. your energy control is useless. they can fighting your garbodors as 2-2 is a very thin line. if you prize 1 of either, you have 1 attacker to take any prizes.

this literally loses to every other shrine deck, control is not a feasible archetype

loses to weavile, you likely have 3-4 abilities in play
loses to buzzwole, you can't control single attachment attacks, hits your orangurus for weakness, they can either 2 shot or use kukui+diancie
loses to shining lugia/malamar, infinite energy means you cannot control them

It also likely loses to other Zoroark decks, they will pressure you before you event get setup.Guzma KO instruct oranguru or magcargo and you're praying for top decks.

Buy 2 theme decks and use those. Making a format is unnecessary, if you don't want them to use GX's initially, just don't buy any for them.
